EU ETS failing on decarbonisation challenge, says environmental group


The rules governing the EU Emissions Trading Scheme (EU ETS) are failing to encourage industrial emitters to invest in decarbonisation, according to Sandbag. A report issued by the group on Monday 13 July said that the picture within the scheme remained one of “enormous oversupply”; it noted that European industry received enough free permits to cover current activity levels up to 2023, and certain sector such as cement well beyond 2030. But the report argued that, owing to distinct trends in industrial sectors and how the rules applied, oversupply varied widely between different industry sectors and countries.
