Government reports progress on EMR policy mechanisms
The department issued on Tuesday 20 December its annual progress update on the policy mechanisms that make up the Electricity Market Reform (EMR) package, reporting that key milestones have been met. In the contracts for difference (CfD) regime all deliverables have been achieved or are on track. Since the last update, termination notices have been issued for two CfDs, the 448MW offshore windfarm Neart na Gaoithe and the 12MW Netley Landfill Solar project. The stated deliverables for the Capacity Market have also been achieved, or are deemed on track. BEIS confirmed that two challenges have been brought against the European Commission’s decision in 2014 to grant state aid approval to the Capacity Market, however a hearing and judgment are not expected until early 2017 “at the earliest”.
