MPs call on government to amend energy proposals


 

The energy and climate change select committee has welcomed plans to give Ofgem more powers in the code modification process, but has said the regulator’s decisions must be “transparent and open to appeal”. In a report published on Wednesday 4 May, the committee said that the industry remained concerned that the government’s plans included the right only to a Judicial Review of the process, rather than an appeal to the Competition and Markets Authority against the change itself. It recommended that the proposed legislation be amended to include a statutory right of appeal, but said Ofgem’s preferred approach would be bolstered if it were required to produce an impact assessment when it published a notice of a proposed code modification in relation to the switching and settlement reform programmes.
