NAO warns of continued LCF overspend


Analysis from the National Audit Office (NAO) has found that schemes under the Levy Control Framework (LCF) are still forecast to exceed the framework’s cap and cost £8.7bn in 2020-21—a £1.1bn overspend. Released on Tuesday 18 October, the report concluded that weaknesses in the government’s forecasting and in its approach to allocating the LCF budget up until April 2015 had caused a situation in which there is little unallocated budget left for new projects between now and 2020-21. Amyas Morse, head of the NAO said: “a lack of transparency over the Framework and expected future energy bills has undermined accountability to Parliament and consumers.”
